Establishment

The department started out as a planning unit within the university secretary’s office in 2007. The unit evolved into a fully-fledged planning department (PD) in 2012 under the office of the vice chancellor with the overall mandate of coordinating the formulation of the university’s strategic plan(s).

Mission

The Mission of the Planning Department is to provide Vision and Leadership for evidence based decision making in the University.

The central elements of this mission are:

•    Providing guidance and coordinating all planning activities in the university including the initiation of short, medium, and long-term plans as well as coordinating resource mobilization efforts.

•    Ensuring that all university stakeholders are aware of the planning processes and systematically integrate them in their various activities.

•    Accurate and timely analysis of institutional data for decision making purposes.

Mandate of the Directorate

•    Provide Leadership and coordination of strategic planning.

•    Coordinate process improvement initiatives across the university to enable cost effective solutions that lead to improvement in organizational service delivery.

•    Steer the development of external institutional linkages with national, regional and international institutions.

•    Initiate and promote resource mobilization activities in the university.

•    Analysis and projection of student and staff data to assist with resource planning and review.

•    Ensure that the university budgets are aligned to the strategic goals of the university as provided in the strategic plan.

•    Guide the academic planning process by assessing the viability and optimal establishment of all existing and new programmes, to ensure effective teaching.

•    Monitor and evaluate the implementation of the University strategic plan priorities.
•    Contribute to the generation of business proposals

•     Acts as the secretariat to the Planning and development committee of council.

Services

•    Strategic Planning

The Department initiates, develops and establishes the university’s planning systems and mechanisms.

The department oversees the university’s planning activities through initiation of short, medium and long-term plans as well as formulation of strategic goals.

•    Institutional research

The Department collects, organizes, maintains, and analyzes institutional and other data to support university management, operations, decision making and planning.

Through its research and analytical activities, the department develops recommendations on strategic responses, policy issues and plans of action, and provides information and data that inform administrative and management decisions.

•    Coordination, monitoring and implementation  

The Department coordinates all initiatives across the University to enable cost effective solutions that lead to improvement in organizational service delivery.
The department also monitors and evaluates the implementation of the strategic plan in all departments and units.

•    Support to Budgeting

The Department has a major role of ensuring that the university budget proposals are aligned with the university strategic priorities as provided in the university strategic plan.

•    Resource Mobilization

The Department prepares and processes project proposals for resource mobilization.

•    Data management

The Department manages and maintains a comprehensive database of the university resources, staff, and students and facilitates and responds to all information needs of its stakeholders.
